The context of this verse is a reminder to the wicked that "the Lord knows the thoughts of men..." Psalm 94:11. God is questioning people who think He doesn't hear the wicked as they insult the Lord and scoff at His Word. He also asks if they think He is blind and doesn't pay attention to what they're doing. If He created the ear and the eye you can be sure He hears and He sees!
And for you who have been victims of the wicked in their abuse and sinful acts against you, don't think God hasn't noticed. He is aware of everything that happens and He reminds us in Galatians 6:7, that "...whatever a man sows, that he shall also reap." And Romans 12:19 says, "Vengeance is Mine, I will repay..."
But let's remember what else Romans 12 says in verse 17,18 NLT, "Never pay back evil with more evil. Do things in such a way that everyone can see you are honorable Do all that you can to live in peace with everyone." When evil happens, let GOOD happen! And leave the results with God.
